Luis Rivera, who lives in Section 8 housing in Palm Beach County, said rent prices were normal when he first arrived but now exceed two or three thousand dollars even in unreasonable neighborhoods. Joanne Bromfield recently relocated from Tampa after a 12-year education career and switched to real estate.
